Why Was There Unrest in Hungary?
Hungary was a communist state controlled by the USSR.
Many Hungarians disliked:
- Soviet control
- Lack of freedom
- Economic problems
- Secret police repression
Inspired by Khrushchev’s speech, protests began in Budapest in October 1956.

Who Was Imre Nagy?
Imre Nagy became leader of Hungary during the protests.
Nagy introduced major reforms.
Nagy’s Reforms
Nagy promised to:
- Introduce free elections
- Increase freedom of speech
- Reduce secret police power
- Remove Soviet influence
- Withdraw Hungary from the Warsaw Pact
These reforms were extremely dangerous from the Soviet perspective.
Soviet Fears
Why Was the USSR Worried?
Khrushchev feared:
- Other Eastern European countries would rebel
- Soviet control over Eastern Europe would collapse
- The Warsaw Pact would weaken
- The USA might gain influence near Soviet borders
The USSR believed losing Hungary would threaten communist security across Eastern Europe.
