Leonid Brezhnev

Brezhnev wanted to:

  • Reduce the risk of nuclear war
  • Improve the Soviet economy
  • Gain recognition as an equal superpower
  • Maintain Soviet security

Although Brezhnev remained committed to communism, he supported negotiation with the West.

Richard Nixon

Nixon believed improved relations could:

  • Reduce Cold War tensions
  • Control nuclear weapons
  • Help the USA focus on domestic problems
  • Improve American diplomacy

Nixon also hoped better relations with the USSR might help end the Vietnam War.
