Brezhnev wanted to:
- Reduce the risk of nuclear war
- Improve the Soviet economy
- Gain recognition as an equal superpower
- Maintain Soviet security
Although Brezhnev remained committed to communism, he supported negotiation with the West.
Richard Nixon
Nixon believed improved relations could:
- Reduce Cold War tensions
- Control nuclear weapons
- Help the USA focus on domestic problems
- Improve American diplomacy
Nixon also hoped better relations with the USSR might help end the Vietnam War.
