Nuclear Arms Race
The arms race had become extremely expensive and dangerous.
Both superpowers possessed huge numbers of nuclear weapons capable of destroying the world many times over.
This created fear of Mutually Assured Destruction (MAD).
Cold War Crises
Major crises had increased tensions, including:
- Berlin Wall crisis
- Cuban Missile Crisis
- Vietnam War
- Prague Spring
These events convinced many leaders that better communication was necessary.
Soviet Human Rights Record
The USSR was criticised by Western countries for its poor record on human rights.
Problems included:
- Lack of free elections
- Censorship
- Secret police surveillance
- Imprisonment of political opponents
- Restrictions on freedom of speech and religion
The USA argued that communist governments denied basic freedoms.
