Wilhelm II became Kaiser (emperor) of Germany in 1888.
He was:
- ambitious
- proud of Germany’s military strength
- determined to make Germany a world power
- confident and sometimes unpredictable
Wilhelm believed strongly in the idea that the Kaiser had been chosen by God to rule Germany.
He once said:
“There is only one master in this Reich, and I am he.”
This shows that Wilhelm believed he should have the final say in government.
